STI Training Programme for
High Level Policy Makers

The KISTEP-ISTIC STI Training Program for High-Level Policymakers is one of ISTIC’s flagship initiatives, designed to support the development of inclusive and responsive science, technology, and innovation (STI) policy frameworks that align with national development priorities.

This program is the result of a long-standing collaboration between the Korea Institute of Science and Technology Evaluation and Planning (KISTEP) and the International Science, Technology and Innovation Centre for South-South Cooperation under the auspices of UNESCO (ISTIC).
Both institutions share a vision to empower high-level policymakers from developing countries with the tools, strategies, and foresight needed to strengthen their national STI systems.

The partnership began in 2009, when KISTEP and ISTIC signed their first agreement to co-develop and deliver the KISTEP–ISTIC STI Training Programme for High-Level Policymakers. Inspired by the Republic of Korea’s  journey, from a recipient of development aid to a globally recognized innovation-driven economy, the initiative highlights the critical role of strategic investments in science and technology. Central to Korea’s transformation was a robust policy system for planning, evaluation, and coordination, with KISTEP playing a pivotal role in its advancement.

In its latest phase, the training integrates contemporary issues such as science diplomacy, emerging technologies, and strategic foresight, further enhancing its relevance and impact. This enduring partnership between KISTEP and ISTIC serves as a model of international cooperation, harnessing Korea’s developmental experience to foster STI leadership and policy excellence across the Global South.

Key Figures

Since its inception, the KISTEP-ISTIC Pogramme has continuously evolved to address the changing priorities of the global innovation landscape. In 2025, more than 250 participants from 71 countries have already benefitted, making the programme not only a capacity-building initiative, but also a platform for dialogue, cooperation, and knowledge exchange.

In addition to this programme, ISTIC supports a range of activities that reinforce STI for sustainable development. These include promoting interdisciplinary and inclusive research, encouraging mission-oriented partnerships among public research institutions, private sector, and civil society, advancing international cooperation and promoting the use of digital technologies and data systems to support SDG implementation.
