From the 12th to 15th August 2025, the <\/span><\/span>International Science, <\/span>Technology<\/span> and Innovation Centre (ISTIC) under the auspices of UNESCO<\/span><\/span> and the <\/span><\/span>Korea Institute of Science and Technology Evaluation and Planning (KISTEP)<\/span><\/span><\/a> jointly organized the <\/span><\/span>2025 ISTIC\u2013KISTEP Training <\/span>Programme<\/span><\/span> in Seoul, Republic of Korea. <\/span><\/span>The <\/span>programme<\/span> gathered <\/span><\/span>21 senior policymakers and officials from 1<\/span>5<\/span> developing countries<\/span><\/span> to exchange views on the theme <\/span><\/span>\u201cEnhancing STI Policy Excellence : Focusing on Evaluation Systems and Science Diplomacy: Insights from Korea.\u201d<\/span><\/span>\u00a0<\/span><\/h5>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

The training <\/span>programme<\/span> consisted of eight lecture sessions<\/strong> covering key aspects of Korea\u2019s approach to science and technology policy. Topics included the evolution of <\/span><\/span>Korea\u2019s national STI strategy<\/span><\/span><\/strong>, the <\/span><\/span>Basic Plan for Science and Technology<\/span><\/span><\/strong>, the identification of national strategic technologies<\/strong>, and methodologies for evaluating R&D <\/strong><\/span>programmes<\/span><\/strong> and institutions. Sessions also addressed budget<\/strong> allocation and coordination in research funding, as well as the role of science diplomacy in strengthening international cooperation.<\/span><\/span>\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

The initiative is part of a<\/span><\/span> long-standing collaboration between ISTIC and KISTEP<\/strong><\/span><\/span>, which began in 2009 with the launch of the joint STI Training <\/span>Programme<\/span> for High-Level Policymakers. The partnership is based on sharing Korea\u2019s experience<\/strong> in developing a strong policy framework for science, <\/span>technology<\/span> and innovation. Over the past 16 years, the <\/span>programme<\/span> has trained more than <\/span><\/span>250 participants from 71 countries<\/span><\/span><\/strong>,<\/strong> providing both capacity building and a platform for international dialogue.<\/span><\/span>\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

The <\/span>2025 <\/span>programme<\/span><\/strong> aimed to enhance policymakers\u2019 understanding of R&D planning, investment, and evaluation systems,<\/strong> while also highlighting how science diplomacy can be integrated into policy processes.<\/span> By the conclusion of the four-day <\/span>programme<\/span>, participants had <\/span>acquired<\/span> practical insights into STI policy design and evaluation<\/strong>, exposure to Korea\u2019s governance model, and opportunities to build professional networks with peers <\/span><\/span>from other developing countries.<\/span><\/span>\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t
